Article 1

2. The treaties listed in this Agreement bind Cyprus and the attached legislation indispensable for the functioning of the federal government shall apply upon entry into force of this Agreement.

Comments

Why was the phrase "indispensable for the functioning of the federal government” struck out form the 3rd draft of this plan. This gives the impression that this agreement is not a commitment to creating a either federal state or a functioning government.
