Article 2 The United Cyprus Republic, its federal government, and its constituent states

Paragraph 1  The status and relationship of the United Cyprus Republic, its federal government, and its constituent states, is modeled on the status and relationship of Switzerland, its federal government, and its cantons.

Accordingly:

b. The federal government sovereignly exercises the powers specified in the Constitution, which shall ensure that Cyprus can speak and act with one voice internationally and in the European Union, fulfill its obligations as a European Union member state, and protect its integrity, borders, resources and ancient heritage.

 

Comments

The Annan plan is incapable of providing the means to effectively implement the provisions of the above paragraph. It is impossible for the federal government to pass laws and constitutional amendments that apply to the whole of Cyprus territory because the Annan plan, in contravention UN Resolutions and the High-Level Agreements, is modelled as an extremely loose confederation instead of a federation and does not provide any effective deadlock resolving mechanisms. No existing EU member has a confederal system since such a system is incompatible with EU membership.

Is Mr Anann seeking a solution which is viable or is he not.
