Article 3 Citizenship
3. Political rights at the federal level

Comments
The notion of so-called constituent state citizenship is totally incompatible with the idea of a Federation. A federal state does not vest the constituent states with the right to grant citizenship. As a resident of California for example, as person is a California resident and not a California citizen.
The notion that rights at the federal level shall be exercised based on internal constituent state citizenship status is completely incompatible with the basis of a federation. The resolutions of the UN and the High Level agreements call for a Federal and not a Confederal structure of governance.
Further more Article 8 of the Treaty of Rome entitles all EU citizens the right of political representation at local and European level irrespective of state citizenship or residency which Article 3 of the Annan plan takes no heed of.
Article 3. 3 must be amended as follows so that is is compatible with EU
Laws and the Kofi Annans own UN resolutions.

3. Political rights at the federal level shall be exercised based on Cyprus citizenship. Political rights at the cantonal level shall be exercised at the chosen place residency. All EU citizens shall exercise political rights at the local level and European level at the place of chosen abode irrespective of the status of citizenship or residency .
