This paragraph fails to safeguard the rights of the Turkish Cypriot religious minority and other non Maronite, Latin and Armenan minorities. The paragraph is worded in such a way as to make it divisive.
Kofi Annan will need to amend it as follows.

The rights of religious and other minorities including the Turkish Muslims and Maronite, the Latin and the Armenian Christians, shall be safeguarded in accordance with international standards, and shall include cultural, religious and educational rights as well as representation in federal Parliament and canton legislatures.
