Article 5 The federal government
1. The federal Parliament composed of two
chambers, the Senate and the Chamber of Deputies, shall exercise the
legislative power: b. Decisions of Parliament shall require
the approval of both Chambers by simple majority, including one quarter of
voting Senators from each constituent state. For specified matters, a special
majority of two-fifths of sitting Senators from each constituent state shall

Comments
This is a recipe for deadlock and the reason why the 1960 constitution broke down. The only way Cyprus can function as a member of the EU is if there are deadlock resolving mechanism as there are in every other democracy. The idea that a minimum number Senators form each so-called constituent state must approved legislation constitute a right of veto and is incompatible with a federal system as envisaged by UN Resolution and the High Level Agreements, but forms the basis of an extremely week confederation which is contrary to the decisions of the UN, and duplicates the existing functions of the so-called legislatures of the so-called component states.
The provisions of the above paragraph will be completely unworkable unless amended.

For specified matters relating to affairs of a specified community, and limited by the constitution, a special majority of two-fifths of sitting Senators from senators hailing from that community and holding affiliation to that community from more than 6 months shall be required. i) In the event of deadlock and legislation or a decision is not approved by the Senate the Chamber shall reconsider the decision and approval will then require a simple majority of the members sitting in the Chamber of Deputies alone.
