in the Presidential Council, which shall exercise the executive power: c. The members of the Council shall be
equal and each member shall head a department. The heads of the Departments of
Foreign Affairs and European Union Affairs shall not come from the same
constituent state. |
Comments
The above demand that the heads of the Departments of Foreign Affairs and European Union affairs shall not come from the same constituent state is divisive and completely unworkable since all that a council member needs to do to qualify for the one post or the other is to change his permanent place of residence to the other constituent state, as has happed in the past with presidential and vice presidential candidates in the USA.
It should be solely up to the president to nominate his ministers on the basis of ability and who is the most competent. How can a president re-shuffle his ministers and govern the country properly when he has no freedom to choose the best person for each job.
Since the above paragraph is unviable and divisive it will cause resentment among the majority of the population who will be disenfranchised so must be amended as follows.

2. The Office of
Head of State is vested in the President, who shall exercise the executive
power in consultation with the councils of ministers
c. The members of the Council of Ministers shall be equal and subject to the President. Each member shall head a department according to his ability. There shall be no unfair discrimination between heads of the Departments on the basis of where they reside.
