Paragraph by Paragraph Analysis of the Implications of the Annan Plan
A glance at the
provisions of the Annan Plan including Article 2 para. 1, Article 2 para. 1a,
Article 3 para. 4, Article 9 para 1,2,3, Article 10 para. 1, 3a,b,c,d,e shows
that Kofi Annan has a vision of a system of forced Apartheid which will be
imposed on the people of Cyprus where the Cypriot communities will be kept
physically apart with little or no form of federal government or respect for
their fundamental human rights. Mr Annans vision falls not far short of
legalising the present status quo of Turkish invasion, occupation, colonisation
and ethnic cleansing !!!!
Annan wishes to deprive
the refugees of their property rights and give the refugees properties worth
hundreds of billions of Euros to the thieves that stole them, effectively for
free. The refugees will not receive a penny in compensation for the value of
their properties according Annan’s plan unless they pay it out of their own
pockets through taxation and will be deprived of their right of access to the
European Court of Human Rights and thus their right to further compensation for
the loss of peaceful enjoyment of their property through processes including
ethic cleansing which the court has already ruled is imputable to Turkey.
Annan’s plan
imposes restrictions on the freedoms of movement, settlement and establishment
almost wholly and exclusively on the Greek Cypriot community and denies them
the right to elect their own political representatives in their ancestral land
where their homes are located in contravention of all EU and democratic norms.
Annan’s plan
allows 6,000 Turkish troops to remain on Cyprus soil in flagrant breach of his
own organisations resolutions and also legalises the presence of up to 150,000
illegal Turkish colonists while at the same time it construes to repatriate up
to 80,000 Greeks who are legally entitled to live and work in Cyprus according
EU law.
The Annan plan
is unfair, un-balanced, unjust and is in complete, utter, total and absolute
contravention of the Treaty of Rome, the European Convention of Human Rights,
the UN Charter, the UN’s own resolutions regarding Cyprus and the High Level
Agreements all of which Kofi Annan holds in thorough contempt.
Annan’s plan is
completely unviable and unworkable and will make Cyprus totally ungovernable by
allowing all governmental organs to be frozen in deadlock to a greater extent
than they ever were from 1960 through to 1964, as a result of the unworkable
and divisive British imposed constitution, through the use of minority veto’s
since there is no provision of any practical deadlock resolving mechanisms.
The framework
and basis of the Annan plan is illegal in terms of European and International
Law and is wholly racist and unacceptable.
The prejudiced,
impractical and divisive structures envisaged by the Annan plan and its basis
in illegality will be challenged in the courts all the way to the heart of
Europe and this combined with the prohibitive cost of implementing these and
maintaining the tortuous and convoluted organs of government and the fact that
the vast majority of Cypriots who are the victims of Turkish aggression and
ethnic clearing will be made to suffer further and be completely
disenfranchised will lead to mass public outrage, disarray and eventual
rebellion.
Kofi Annan has
publicly stated that his plan is “Non Negotiable” and that in order for talks
to be restarted both sides must put his plan to a referendum before anything is
agreed. This is tantamount to Blackmail.
The Anann plan
indicates that Kofi Annan has no moral integrity, no credulity and is far from
being an honest broker and operates by issuing ultimatums. Annan should resign
as Secretary General of the United Nations since he pays no heed to
international law, human rights norms or the resolutions or charter of the
organisation he purports to represent which he has brought into disrepute
!!!!!!!!
The UN must now
take immediate action against Turkey to force it to implement its own
resolutions immediately and without any delay so that the UN’s credibility is
not damaged further and lost completely.
