Kofi Annan must clarify what his
means in this paragraph.
The term “partnership” falls short
of the UN demand for a fully federal solution and indicates that a loose
confederation is what is being envisaged which is contrary to UN Security
Council resolutions.
Kofi Annan must explain what he means
by use of the term "bi-zonal" and why he has failed to qualify this
by the prefix “bi-communal” which is the stated basis of a solution demanded by
his own organisations Security Council resolutions. How is the so-called
"bi-zonality " going to be created when the report of UN Secretary
General Galo Plaza of 1965 affirms the fact that the people of Cyprus were
never separate and have always lived in mixed communities. According to Cyprus
President Tassos Papadopoulos (ANA 03-10-17) as far as land ownership is
concerned, “the Turkish Cypriots have 12.9 percent and the rest is for Greek
Cypriots, Maronites, Armenians and Latins. 'So there is no area where Turkish
Cypriot ownership is predominant so as to explain having two states'''.
If Annan’s use of the phrase “renew
our partnership” is referring to the Republic of Cyprus which was never a partnership
but a single unitary state which has never been dissolved then Annan’s
terminology is clearly misleading. If Annan is referring to the fact that the
Muslim minority pulled out of the government in 1963 after being ordered to do
so by Turkey in order to prevent legislation from being passed by their non-attendance
to form a quorum in parliament then this draws attention to a major flaw in the
1960 Constitution which must be addressed and fixed so that Cyprus can never be
held hostage ever again by a foreign power and its democracy cannot be compromised
by the use of minority veto powers and parliamentary boycotts. In this respect
the Annan plan is flawed since it does not begin with the 1960 Constitution as
its basis and seek to amend this constitution so as to make it workable but instead
ignores the lessons which need to be learned and repeats the same old misstates
because it ignores all the bases of reference including the UN Secretary
Generals own reports and the Security Councils own resolutions .
In anticipation of a
clarifications by Kofi Annan paragraph, iv. should be amended as follows
so that it adheres to his own organisations resolutions so that it is clear
that the intention of Kofi Annan is not to deprive any person of any of their
land or property or their right to freedom of movement and settlement in order
to create two states under an apartheid based regime.

system of governance shall ensure a common future in friendship, peace,
security and prosperity in an independent and united Cyprus"
